Our company has a 99 F350 diesel 4x4 as a shop truck.  It has about 97,000 miles on it now.  The problem i have is if it sits outside at temperatures 60 degrees or lower, it won't start.  i also noticed that if it sits with the nose of the truck pointed down on an incline, it won't start without a shot of ether.  A former employee bought some new glow plugs for it, which we haven't installed, but i don't really think they are the problem.  i was wondering if anyone could give me some technical advice.  i thought maybe there was a lift pump somewhere for the fuel that wasn't working properly.  

The other thing i noticed is that the fuel filter housing seemed to leak a week or so after we had replaced the filter.  The gasket was installed as per the directions and it started great for the first week; even in the cold Wisconsin winters.

Also, the truck has had a new automatic transmission installed once, but there seems to be a faint electrical buzzing sound coming from near the transmission that stops about 10 minutes after the truck is shut off.  Could it be related to our fuel issue?  And if it has a new transmission, why does it take so long for the truck to move after it is put in gear after it sits overnight?  Another thing, and perhaps of little importance, is that the fuel guage reads full all the time.  

These are the questions i have.  If anyone has any new insight, i would appreciate it.  i am a mechanic.  This is our road call truck and i would like to be sure that we don't need a road call for us someday.  Thank you.

the fuel pump is on the frame on the drivers side next to the trans, check to see if that is your noise. these pump do make noise sometimes when they go bad and can cause it to start hard. also try adding a bottle of cetane booster to make sure you dont have bad fuel.

i have a 94 powerstroke, when i bought it it would not crank if it wasn't warm no matter what temp. it was outside, but i put an inline water heater on it and it would crank perfectly if it was pluged in. when i finnaly changed the glow plugs in it all 8 were burnt out and on top of that somebody had put the short IDI glow plugs in it. but after i had replaced them it cranks fine but still cranks a whole lot easier and faster when pluged in but mabey thats just because it has 340,000 miles on it.
