Injector pump code P0251... Does this (typically) mean a new pump?

I've got an 05 6 speed cummins that is losing power. Up a 55mph hill that I usually blaze up, I was doing 23 mph this morning. I noticed it more this AM with a 3k lb trailer. (I got flipped off by a little, gray haired lady...) After about 30 miles I fueled up the half full tank. I got back on the highway and the engine light come on. Code p0251. It seems as though the lack of power issue got better, but not the way it should be. The truck is bone stock. I have an edge juice with attitude that should be back this week from Edge. Should I throw it on to at least see what the boost and egt's are running? Or should I start saving for a new pump? And if I should, where can I get the best deal on one? Thanks, Kor

I got this from another diesel site that I use
P0251 - CP3 Pump Regulator Control; Injector Pump Fuel Valve Feedback: The ECM detects a discrepancy between PWM supplied to FCA and PWM returned from FCA.
Possible causes: - Intermittent condition - Fuel Control Actuator - Return wire open from FCA to ECM - Supply wire open from FCA to ECM - Supply circuit shorted to voltage - ECM Also check the 15/16 nuts on your injector tubes, sometimes there loose and will throw that code.

my 2005 dodge 3500 has the p0633 and p0251 codes showing reasntly hand to change the lift pump and the truck cranks alot b4 it starts and misses and has no power im thinking it is the cp3 pump gone south any suggestions

mite be the fca fuel control actuator. not allowing the rail to build enough pressure to operate injectors
I burn more diesel and run more miles in a week the most of you people do in a month. ctds that have been used 97 3500, 98.5 3500, 98.5 3500,01 3500, 03 3500. those that are being used 06 3500, 07 3500. and yea these trucks earn their living
