well i brought a 0 plate awhile back thinking it give the most hp gain

and??? if you dont upgrade the delivery valves, govern spring and upgrade the fuel pin, and injectors, you wont see much out of that plate or any plate for that matter

Technically any fuel plate will give you the most HP. You have to understand what the Fuel plate does. The Fuel plate controls max fueling based on RPM. There is an arm that rides on the plate. It moves up and down according to RPM. The contours on the different plates control how aggressively it fuels at different RPMS.
The arm only contacts the plate at WOT so that is the only time the plate contour matters. However you can slide the plate foreward(or backwards) so it contacts the plate sooner or later.
 A #0 plate is flat and therefore one of the most aggresive plates. It WILL smoke like crazy on the bottom end unless you adjust your AFC to reduce the smoke.
 What year is your truck? The newer 12v had better delivery valves. The governer springs are a definetly a good upgrade but are not required to feel a power increase. As are the Injectors. They will help but you should get a good power increase with just the plate if you set it right.
