Hi, I have a 1991 Ford F-350 with a 7.3 Liter IDI. The throttle cable on my DB2 Injection Pump will not retract back to the normal Idle RPMs unless I push on the twisty thing on the pump. Does anyone know what causes this problem?

try taking the twisty thing out and see if you can get a new one or buy a new pump

Sounds like you're missing the return spring, or it's broken. Check to see if its there or missing/broken.

Get a new spring and also get some WD-40. Spray and work the linkage with the engine off. Then grease the linkage with some white lithium grease.

you've made my day,thank you!! this is what makes america great,somebody who will spend their hard earned cash on aftermarket junk,instead of paying a technician to diag a concern!wonderfull
