will a 12 valve from a 1996 fit to the 6 speed in my 2006 cummins

The short answer is yes, however the long answer will be no.
As long as they're both 5.9 Cummins engines, technically it should be easy and this is why the short answer is a "yes".
However, some states regulate how an engine swap works. If you take an older car or truck, say a 1996 Dodge, and fit it with an engine that came with that year model or newer, you can do it. If the engine comes from an older year model, say from a 1989 Dodge, and you want to put it into a newer vehicle, your state emissions regulatory body might say no.
Check the laws in your area before you attempt it just to make sure you'll still be legal.

1997 f-250 7.3 powerstroke. just another old truck making big power hahaha my lug nuts need more torque then what your honda makes

What exactly are you asking here? The engine and transmission will bolt us yes. But are you looking to take the 6-speed out of the 06 and put it behind a 96 12v? Or do you want to put a 12V in your 06? I'm a little confused and your post isn't very clear.

sorry i was tired when i put it up...i MIGHT put a 96 12valve in my 2006 and i wanted to make sure the motor and tranny would bolt up...and im in canada so there not as strict up here lol
im still thinking about even doing it because i almost wanna do up the CR so we'll see

I'd do the CR as it'll have double the stock horsepower over the '96 engine.
