Well first of all, have you checked for codes? Most parts shops will read the codes for free. Usually they just give you the numbers and you'll have to look up the meanings. Also does it do it while the cruise is set?

you may need to reset your APPS sensor or you may have a bad APPS, my 98.5 24 valve done the same thing, ended up needing the new APPS sensor.

IF it does it on cruise then its not the APPS. You have a 99 and therefore can't check for codes with the keyswitch method. Did you actually have the codes read or are you just going by the CEL? IT seems odd to me that it's not throwing any codes when it does this. Does your tach quit when the engine dead pedals?

Yeah mine too! I have an 02 2500 and it does the same thing mostly while warming up and during steady speed driving when you want to accelerate! What the fug is causing this? Very frustrating and NO codes!
Though about the TPS but glad someone else found this wasnt the problem as the cost is sky high! Dont have deep pockets like some so its a pain in the ass.
OK DIESEL PROS, WHATS THE CAUSE OF THIS APPARENTLY VERY COMMON PROBLEM?????

Yeah Its a stock turbo and most every thing else except 4" turbo back exhaust. Its NOT a SHIFTING problem its a problem with no throttle response mostly when cold/warming up and during steady speed driving. When it does this during steady speed driving if you press the pedal all the way to the floor it will respond or if you temporarily take your foot off the pedal then push back down it will respond.
It sounds like a VERY common problem with these 24 valves,
Somebody has to have found out what the *** is causing this, dont want to buy unneeded expensive parts if I dont have to.     AAAAAAAAAHHHH!!!!!

i know it isnt a shifting problem. i went with scott and thought i was my map sensor. just installed a new hx40 yesterday and decied to see if the dead pedal went away. it didnt. so i went and bought a new map and iat sensor, gone. the problem went away. aparently, the map sensor sends false reads to the ecm that causes the dead pedal. got me, but i went away. by the way, my map sensor and iat sensor, new, from dodge, was less than 155.00 combined.
