when my F350 with the auto transmission is towing and in overdrive going up a hill somewhat lugging with the boost between 10 to 15 PSI the turbo begins to make a hissing, surging sound. it only does this in overdrive, when it shifts up to 3rd and is not lugging, the sound goes away, any ideas as to what is making that noise and any ideas how to fix it??
my truck has a AFE cold air intake, 4 inch MBRP exhaust, superships level 3 chip.

It's surge. Caused by the low rph/high load. You could get a ported compressor housing, or you could get a Wicked Wheel. Which is just the compressor wheel off of an OBS turbo. Let me know if you want either and I can hook you up with a good deal.
