I have a international dresser dozer TD8-E 86 model. i am having a verry hard time starting it. when it does crank and is warmed up and ready for use, i am having trouble with power. wheen i go to push with it the power and rpm's drop i back off and the rpm's slowly creep back up. now it only does this when pushing a load and not when im just moving it around. i can see some light smoke comming from around the turbo area is it possible that the turbo has blown out and thats why im loosing power.

It could be a turbo.  How much smoke, and what color is it?

It could also be some bad fuel.  What are you using to treat it?

its not a lot but its faint white and some dark smoke and i use offroad fuel with power service additive i am currently having the starter rebuilt so until i get it back and put on its at a stand still i have only had it for a year and i have had to do a lot of fixing but it was expected  i can see a seal or something that looks out of place between the intake and exaust housings on the turbo there is a lot of rust and i have to take the engine housing off to get in deeper to see

Marine  there is a band that has rusted apart that is alowing exaust to come by but i dont think this is the problem its got to be the injector pump its moving side to side while cranking and vibrates eraddictly when running i have tightnd the bolts that hold it but they keep backing out of the housing they are in. i also have oil and water leaking around the pump mounting to block and it just started running hot i am now tring to locate repair schematics on the net to show me how to dissasemble the pump from the block and why the bolts might be backing out. any help on this
